The following narrative describes the total NOAA program activities relating to the repair, maintenance and replacement of the NOAA fleet of vessels. It has been divided to show the Operations, Research and Facilities (ORF) and Procurement, Acquisition, and Construction (PAC) accounts.

Fleet Maintenance and Planning (ORF)

Total Request: $9,600,000

Within ORF, funding is requested for the repair and maintenance of vessels, including related equipment to maintain the existing fleet and for planning of future modernization.

NOAA requests $9.6 million for Fleet maintenance and planning in FY 1999. This is a decrease of $3.9 million from the FY 1998 Appropriation. The $9.6 million will provide for the maintenance of existing ships and repairs to the fisheries research ships Miller Freeman and David Starr Jordan. The $3.9 million decrease reflects the one-time costs associated with refurbishing the Relentless in FY 1998.


Fleet Replacement (PAC)

Total Request: $0

Any funds for new construction, conversion, or repair to extend the life of the vessel will be requested in this section of the PAC account. In FY 1999, NOAA requests no funding for this activity. Funds to acquire replacement new fisheries research vessels (FRV) are planned for future budget requests to replace existing obsolete and deteriorating research vessels with the first ship identified for FY 2000. NOAA will request funding for one ship in FY 2000, FY 2001, FY 2002, and FY 2003, and is currently studying fisheries needs to identify the most cost effective procurement option.
