Capt. Steven N. Anastasion, USN (Retd) is VP and Secretary of the International Council of Academies of Engineering and Technological Sciences, a consultant to the Center for Oceans Law and Policy, and a member of the Centers Advisory Board. He was Executive Director of the national Advisory Committee on Oceans and Atmosphere. Mike Atturio is the Deputy Head, Ocean Facilities Department, Naval Facilities Engineering Service Center, Port Hueneme, California. He is the Chairman of the Marine Technology Societys Ocean and Coastal Engineering Division. Mr. Atturios expertise is in the application and development of ocean, coastal and seafloor facilities technology for the Navy. Dr. Mark A. Baker is a Principal Professional Staff Oceanographer at the Johns Hopkins University Applied Physics Laboratory. He has extensive experience as a Chief Scientist for Navy sponsored at-sea tests. Dr. Mary C. Barber, formerly with the NOAA, the Oceanic Society, and NSF, is Director, Ecological Society of Americas Sustainable Biosphere Initiative Office where she uses ecological science to inform the debate on environmental issues. She received a B.A. from Vassar College and Ph.D. in Ecology and Evolutionary Biology from Johns Hopkins University. Dr. Thomas Curtin is the Manager of the Ocean Modeling and Prediction Program at the Office of Naval Research. He has managed the Arctic and Physical Oceanography Programs at ONR and was an assistant professor at North Carolina State University. His research interests include ocean frontal dynamics, coastal oceanography and coupled sampling-modeling systems. He received a B.S. from Boston College in physics, M.S. from Oregon State University and a Ph.D. from University of Miami in physical oceanography. for Neptune Science Inc. Formerly, he was program manager for
the U.S. Navys Tactical Oceanographic Warfare Support Office
(TOWS). Expertise is in the development and use of atmospheric
and oceanographic sensors. |

focused on the ecology and systematics of polychaetous annelids. Millington Lockwood serves as technical assistant in the NOAA Office of Coast Survey in marine geographic information systems. He has been employed by NOAA for 28 years and has held positions in a number of organizations. He has a B.S. in Meteorology and Oceanography and a M.S. in Ocean Management and Environmental Systems Management. Robert L. Mairs is Chief of the Information Processing Division in the Office of Satellite Data Processing & Distribution of NESDIS. His expertise is in oceanography. His recent experience is in the management of satellite data processing facilities. John Norton Moore is the Walter L. Brown Professor of Law at the University of Virginia. He directs the Universitys Center for Oceans Law and Policy and Center for National Security Law. He served as Chairman, ABA Standing Committee on Law and National Security and as Chairman of the Board of Directors of the U.S. Institute of Peace. He was Ambassador and Deputy Special Representative of the President to the Law of the Sea Conference and Chairman of the National Security Council Interagency Task Force on Law of the Sea. Corps. Nick joined NOAA in 1970 and has served aboard five NOAA
